Controls escrow account opening, hold confirmation, release, cancellation, and banking compliance.

Government registry authority

Keeps final authority over title verification, notarization, registration, rejection, and official completion.

Blockchain proof layer

Stores sandbox proof metadata only after official milestones are confirmed.
